Subject: ESTABLISHMENT OF UKPAC THEMATIC WORKING GROUP ON THE KILLING OF ALEX PRETTI — AND — NOTICE OF INTENT TO CONVENE AN INDEPENDENT TRIBUNAL

The killing of Alex Pretti by federal immigration agents in Minneapolis, Minnesota, and the emerging eyewitness and medical testimony surrounding his final moments raise grave questions about the lawfulness, proportionality, and humanity of the force used, as well as the denial of timely medical care.

Public reporting and sworn affidavits now describe:

• Multiple shots fired by several agents at close range;

• A victim who, according to witnesses, was not presenting an imminent lethal threat;

• A physician eyewitness who was initially prevented from providing emergency care to a critically wounded man;

• An apparent absence of basic life-saving measures (CPR, pulse checks) by officers on scene.

These allegations, if sustained, represent not only a potential violation of U.S. constitutional and statutory protections, but also of core medical ethics and international human-rights norms.

The commission’s lack of confidence in the existing federal American institutional mechanisms to deliver a full, transparent, and credible reckoning is based on recent official statements that contain falsehoods and fundamental gross mischaracterizations. We find that in the totality of the circumstances, some of these official statements are both morally and spiritually repugnant to the extent that they must be retracted and corrected immediately.

1. Establishment of a Thematic Working Group

We formally announce the formation of a Thematic Working Group on the Killing of Alex Pretti and Federal Use of Force in Minneapolis (“the UKPAC Working Group”).

Mandate of the Working Group:

1. Evidence Collection and Preservation

• Identify, collect, and securely archive public-domain and voluntarily shared material related to the incident, including affidavits, video, photographs, medical statements, official press releases, and legal filings.

2. Mapping of Accountability Chains

• Document the chain of command, policies, and operational frameworks under which the agents were acting.

3. Tribunal Design

• Draft terms of reference, procedural rules, and membership criteria for an Independent Civil Society Tribunal to examine this case.

4. Victim- and Community-Centred Approach

• Ensure the process respects the dignity, safety, and wishes of Alex Pretti’s family, loved ones, and directly affected community members.

The Working Group will operate as an independent, non-governmental, non-partisan body. Its role is preparatory and investigative; it does not replace any court, nor does it claim criminal jurisdiction.

2. Intent to Convene an Independent Tribunal

On the basis of the Working Group’s initial findings, we intend to convene an Independent Tribunal to:

• Examine the facts and circumstances surrounding the killing of Alex Pretti;

• Assess compliance or non-compliance with domestic law, medical standards, and international human-rights obligations;

• Identify patterns of practice in federal immigration and policing operations that may endanger civilians and obstruct medical care;

• Issue public findings, determinations of responsibility, and recommendations addressed to relevant authorities, professional bodies, and international mechanisms.

This tribunal will be composed of qualified experts, including (at minimum):

• A physician with emergency / trauma experience;

• A human-rights and constitutional law specialist;

• An expert in policing and use-of-force doctrine;

• A representative from the affected community;

• At least one international observer.

The tribunal will be independent from the US federal government and its agencies. Its legitimacy will rest on the quality of its evidence, the expertise of its members, and the transparency of its procedures.

3. Call for Cooperation and Submissions

We invite:

• Witnesses, medical professionals, journalists, and community members with direct information to contact the Working Group confidentially;

• Legal organizations, medical associations, and human-rights groups to express interest in collaboration, observation, or co-sponsorship;

• Public institutions holding relevant records (including affidavits, autopsy reports, body-cam footage, radio traffic logs, and internal reviews) to preserve all evidence and prepare for disclosure consistent with law.

4. Commitment

We make this declaration in memory of Alex Pretti, and in recognition of the basic principle that no person should be shot and left to die while willing medical help is kept away.

• A process that communities can trust more than the institutions that have already failed them.
